Flat Rate shipping is not working

Can some one please help? I have installed the Shipping module and enabled it however it is not showing, the error says no shipping method is available. I have added weight and tried different things but don't know what am I missing. I want 2.99 for US flat rate shipping for a product and 4.99 for world wide.

The front end still shows a the buttons for selecting a payment and shipping method on the checkout page, prior to the user registering.
