How to create a user to aprove orders only

Hi i have used virtuemart in the past

and i turn to it again (in this time in need )

anyways i need to create a special user that doesnt have administration permission but can view all orders and change the state of them.

Is this possible? I have look throw the menus but didnt find anything furthermore i tried googling and searching on the forums (perhaps the wrong way) and nothing usefull came up.
