Tax & Calculation Rule - Add New

When I try to add a new tax & calculation rule, I get the following error and the rule does not get added:

vmError: Calculation store TableCalcs: :store failed

I am using VirtueMart 2.0.10, Joomla 2.5.6, Windows Vista

How can I fix this problem?

This problem was solved by reinstalling EVERYTHING!  (Joomla, Virtuemart, my web template, etc.)  I wonder how many problems are being caused to users because of bad installations?  It was lucky that I hadn't done much to my site yet, so I did not have to redo a lot of work.  Good luck to everyone!
