Payment only after seller confirm

Hi, I want to know if is possible that the payment is made only after the seller check the products that the buyer has chosen.

Simply set up a payment option that is "$0.00"  - but call it send for confirmation and then - write a text message next to it that says - vendor will contact me please to confirm order payment and shipping.

You will have to do the same for shipping but this could be automated set up for shipping.

Write this message all over your shop. So buyers know you must confirm products before purchase.
