VAT in my cart

Hello,

Joomla 2.5.7 VM & 2.0.12f

I can not configure VAT in my cart.

I just created a rule of VAT at 19.6% for the Country France.
In my product I knowledgeable this specific rule.

When I use a user which I informed a foreign country in the address .... VAT remains in my basket, while sales excluding taxes should be?!

If someone has the info ....
