VM 2.0.7h can not hide tax for anonymous group

hello all,
i just upgraded from vm2.0.6 to vm2.0.7h running on joomla 2.5.4 and found that i am no longer able to hide tax for anonymous group (users who are not logged in) WHEN using "tax per product" type of arithmetic operation, however when using "tax per bill" it hides fine. in vm2.0.6, i was able to hide tax using either tax calculation method without issues. the reason why i'm using tax per product is because i do not want tax added to the shipping cost. my tax rule is set for default group, united states and california. can anyone shed some light and tell me what i'm missing? tia and appreciate all your help.
