Shipping Option Based On Area And Weight Scale

Hello,

I am very impressed with the changes in v 2.0. Very great work everyone who has contributed!!

I am in need of setting up shipping based on area, shipping time. and a weight scale. I have attached the shipping I currently have setup in PayPal. I need to mimic it in Virtuemart.

First, is it possible to mimic the setup I have in PayPal (attached) or is it possible to have Virtuemart complete the order and then have PayPal add the shipping when it redirects to that page using the current shipping configurations in PayPal. I would very much prefer to have the shipping setup in Virtuemart.

I would appreciate any and all help.
