Incorrect tax

Hi,

I try to apply special tax 8%. The configuration is ok in backend interface, I think.
In frontend, when I have product with $100, I have 100 + tax 8% + shipment 10, I have $118.8. It is correct. (so, tax calculate with shipment too ...)

Now, I have a product $5, the system print $1.2 in tax ? It must be 40cts ??
What's wrong ?

NB : I'm still in test step with VM2. I use the sample inserted during installation.

Ok, It is correct.
I have $1.2 in tax, because I have $10 in shipment.
