Sales Tax applying wrong

We are using the newest version of VirtueMart and have an issue with sales tax.  The shop is applying sales tax to an order until a person puts in their shipping address.  We don't want it to apply tax until the shipping address has been entered.  Is there a way to change this as it is very confusing to shoppers and our client is not happy with this.  Thanks.

I'm having the same problem with VM2.0.4 + J2.5.4.

I finally got sales tax calculation working correctly, but now it assumes that everyone is a taxable customer, displaying all prices with tax included until such time that they enter an address which contradicts the sales tax rule. I'm not sure how they do it in the UK, but in the USA this is contrary to standard practice and therefore misleading.

For pricing in the USA, under no circumstances should sales tax be added to the retail price on the product detail page. Tax when applicable is always handled during the checkout process.

Is there anyway to omit all sales tax from pricing and only show it in the cart when the customer has provided a shipping address in my state?

ADDED:

I would like to add that I do NOT have Shopper Specific Price Groups enabled, and I do have Salesprice without tax checked in Configuration.

If I uncheck Tax amount in Configuration, then tax will not show up under any circumstances.
