As I have mentioned previously, there is a bug when receiving an IPN request. The bug is that the system runs through all the IPN functions, starting in my case with PayPal. The PayPal notification function never checks to see if it should be handling the payment, but just starts running its code. And then breaks. A check needs to be placed in the notification function to correct this.
