Print Page - Cannot Create new Tax Rule

Title: Cannot Create new Tax Rule - Button jumps to 403

I can Modify any tax rule but cannot create a new one - I click the button and it jumps to 403 forbidden warning.

Have I turned off somthing or is it an error. Joomla 1.7.3 and JV2.0
