Title: Installing 1.9.8G gives rename failed message.

Installing 1.9.8G gives 'Rename Failed' message, but component is installed OK.

This can have two reasons.

One reason is that you do an update of vm1.1 and the installer tries to rename the old toolbar.php, or due some reasons the sampel images got not moved. In your case is a server error very unlikely, so please post more information, so that we can look for it.

New install of 1.9.8G

Apache Version: 2.2.11 
PHP Version: 5.2.8 
MySQL Version: 5.1.30

Do you use the FTP or the phpuser?

For what? I use FTP for uploading files but the installation was done as normal Joomla install.

I mean if you use the ftp settings in the joomla config

No, I do not use ftp settings in Joomla.
