Error: UPS was not able to process the Shipping Rate Request.. Error Code: 10002, Error Description: The XML document is well formed but the document is not valid

Joomla 1.5.22
VM 1.1.7


I've got product dimensions and weights entered along with the developer key for UPS but regardless of how I configure the module I receive the error above.  Any thoughts or suggestions I can try to fix the error?
