Title: How to obtain authorize.net test account?

I need a test account for authorize.net

Does it takes long to have one?
How much does it costs?

I haven't found anything about it in FAQ's.

When you sign up for for authorize.net you can put your account into Test Mode. There is a test CC number you can use to return specific error/success codes if desired.
