Title: UPS Not Returning Prices for Portugal...

I placed a test order with a customer address in Portugal, and the UPS module did not calculate the shipping. Only the $4.00 handling fee was added.
Domestic (US) addresses are calculated correctly, as well as several international addresses I've tried (UK, France, Australia)

Using:
VM v1.1.3
UPS v1.0

Any help would be greatly appreciated.
