The other thing, to help others to help you, you'd be better off posting more information. Not sure if the quote is from the user manual, developer manual another post or Paypal?
To me this seems to be a Paypal question, rather than VM. I don't know of a url you'd need to change in notify.php.
The quote is from the VM 1.1 user manual =4.12.3. Pre-Configured Payment Methods
PayPal 4.12.3.1.
So yes it is VM related and shouldnt need anymore info than what was given.

Assuming it is a business PayPal account, the following steps should get you where you desire.
Log into your PayPal account, under the "My Account" tab, you should find a link to "Profile". Click on "Profile"
Under "Selling Preferences" you should see a link to "Instant Payment Notification" (aka IPN). Click on "Instant Payment Notification"
You should be taken to a page titled "Instant Payment Notification (IPN)". If IPN is already enabled, click on the "Edit settings" button.
You should now see a page titled "Edit Instant Payment Notification (IPN) settings". You can enter the link to your /com_virtuemart/notify.php script here.

That could be helpful, and these things are best done by people like yourself who have experienced them. If you are willing to submit something to improve the documentation, it would be really useful to the project.
