Please accept my apologize if i am being ultra blind here. ??? But where/how do you config the paypal payment module.
The last time i used virtuemart was on Joomla 1, and if i can remember correctly i simply entered the email address associated with the paypal account into the paypal module
Can anyone point me in the right direction?

Virtuemart admin-> Store summary/store-> List payment methods.
Click on the Paypal option and there you will have 2 tabs, one of which is config.
