Title: shipvalue.php international rates

Hi all,

I have VM 1.1.3 store set up that works just swimmingly after utilizing a few tweaks I found on this forum. So far there aren't any conflicts.

But I do have the issue of using Shipping Module Configuration: shipvalue.php for international rates based on cost. PayPal has a system that allows you to do that, but I bypassed the PayPal shipping because it gave me problems with Virtuemart. It shouldn't be too difficult to make a copy of the module for international rates and then have it be an option for the customer or have it detect automatically with another script. Should it?

I am not that experienced at scripting, anyone want to help?
