Title: Suggested Modifications To USPS shipping module included with VM 1.1.1

I have worked up a possible change to the existing USPS module that gives me more consistent results.  These are replacement files for the ones already there.  I am using on a Joomla 1.5 site, may need some minor adjustments for Joomla 1.0.

Oops I forgot to mention that I disabled International rates as I do not have enough experience with those to code for them.  If someone who has more knowledge here would like to put that back in that would be great!
