hello on VM 3.8.7 joomla 3.10.9
i want to allow Administrators to edit countries
but only super user can
on permissions the only thing has for country is the access only
how can i edit this i assume on core to enable editing for Administrator Group

I'm sure you can find what you mean in the Joomla! configuration, under the System tab, then Users and Permissions, then Groups - this way you can create the desired group, which you can then assign rights to at will in the Permissions settings.

You should not mess with the countries. The updater tries always to ensure that the ISO countries exist. You can add extra countries. no problem. But you must ensure that the codes are unique.
