Title: Save Buton Does not Appear with PayPal Pro

Hello,

I am testing the checkout function with PayPal Pro in Sandbox mode.  The "Save" button does not appear, only the "Cancel" button.  However, the "Save" button does appear when using the Beez3 template.

Any idea why only one of the buttons appear during checkout?

Joomla: 3.9.12
VM: 3.6.10 10211
Template: Flex
