VAT not being refunded (set up to do so via country )

screenshot below - but it doesn;t ever seemed to have worked - any ideas why not?

Maybe clear default user group?
Maybe reveal, VM, Joomla etc versions?

I've removed the dafault group - I'll let you know if that works

But this has been a long standing problem so it seems to be a configuration issue
