Yes, it works (system > configuration > server > send test email) works

Has it ever worked ? it works for both other payment types (invoice and sepa)
currently, customer would pay with paypal: 1. when payment success -> customer gets payment mail (payment successful) but trader (shop) gets no mail that customer has paid successfully. trader has to look manually in trader paypal account, if a customer has made a trade. is it supposed to be like that? I haven't done any mods to VM-PayPal (only entered trader email and set to PayPal Standard)

Yes, admin must setup right paypal payment.
If after customer paypal payment, the order status is: in progress still, then eshop admin = you, don't right setup paypal IPN.
If yes, order status will be changed to pay and eshop send email to admin.
Finally - this is admin mistake.

I set Successful status restriction via IPN to "in progress" in VM-PayPal
surely a successfully Paypal payment should be setting the status to Complete?
status has been set to complete by virtuemart/paypal.
