I am just wondering can Virtumart send an order confirmation email to the website admin? ???

Yes, the vendor(this can be the admin of the website too) get an email for each statut choosen.
By default you get email when order is confirmed, cancel .... but you can select any statut you need.

You can add a second email to receive orders on VM Configuration/Orders - Additional vendor email addresses
