Title: Missing value for State / Province / Region keep appearing when log in

Need help. I've just upgraded Virtuemart from 3.0.9.4 to 3.6.10 (11/22/2019). The problem is, in current version when user logging in the "Missing value for State / Province / Region" notice will appear. User set in the value and notice disappear. But, when user log back in after logged out, the notice appearing again and need to set back the State value by clicking "Add/Edit Billing Details".

I'm Using:
Joomla 3.9.14
Virtuemart 3.6.10
php 7.2

have u tried with the standard Beez template?
