how i do it?
right now user get before he paid
joomla is 3.8.11
vm is 3.2.14
This mail has nothing with the payment to do.
This only confirms the registration.

so i make this page (test) for register only
so right now user became register after he fill the form (so he can make the test before he payed)
who can i solve it? so he can do the test just after he pay?

You have to make either admin responsible for activating the registration. Or use a plugin that places the user in i special customer group allowed to use the site after he has paid.
