Title: "Access Forbidden allowUserRegistration in joomla disabled"

I've got Joomla 3.8.0 on Apache with PHP 7.0.18 and Virtuemart 3.2.4

I'm testing my site, and I try to register as a user during checkout.  When I click on the button that says "Register and Checkout" the page refreshes with a box on top that says "Access Forbidden allowUserRegistration in joomla disabled"

I can't find user registration settings in Joomla.

Go to Joomla Users/Manage & select options on top right of page.
