A client said me that He need that a group make Quotations.
Virtuemart has a way to Build a Quotation ??

Create a standard payment that You call "Quotation only". You can limit access to this Payment method by assigning a shopper group to the method. Give the payment method a new oreder status, Quotation so that is doesn´t reserve any products.
There are probably other ways to do this, but this is an easy way to do it.
