Title: Checkout Must Agree to terms of service

Hello All,

I wasnt sure where to place this question, please move where applicable.  I have set agree to terms of services to unchecked however on check out it is still appearing and users must agree to it.  Am I missing where I should turn this off?

Joomla 3.6.5
VM 3.0.19.8

That was it, shopper field was set to required.
