Title: Refund payment from PayPal not working

Vm 4.0.16/Joomla 3.6.2

When an order for a product comes in and I press the button for refund in the order menu in VM, the money is not refunded through paypal. Do I need to configure something for this to happen or is there another way to refund an order?
