Title: Wrong email language for customer email when update order status

Hi regarding J 3.5 and VM 3.0.14

When I set f.e. english in Backend and swedish in Frontend and a customer orders, the customer will get a order confirmation email in swedish which is ok.

However if I update the status of all orders the email for the customer is in english now.

Does anyone else with different backend/frontend language has this issue and what is the solution please?
