Virtuemart does not provide full list of states of provided countries. There are 248 countries and their states are few of countries. I have gathered all states respective to all available countries for virtuemart customers.
I have solutions for all virtuemart provided country and its states in virtuemart. Please contact me for full list of states for provided country in virtuemart.

You do not need to provide states for every country. In a lot of countries it is covered by the postal code.
I think the best is to make them optional available, for example as sql file within the aio. Because most people dont need it, but it is nice to have them, if you need them.
