Title: 3.0.16 error TCPDF library not installed and Bill To Information

I sucesseful install TCPDF library extension, but i get error in virtuemart on configuration page :

TCPDF library not installed. Please download at http://dev.virtuemart.net/projects/tcpdf/files

what is the solution to fix it ??

and cant set Bill To Information russia/moscow if script ajax countries disabled
