When users visit our cart they get this very annoying error/status popup: "We cannot calculate your tax Please enter shipto address."

The text is not in language files. Is this coming from Avatax? Is this editable? Or more importantly, can I turn off this message (people don't need an error/status popup at this point of the checkout process.)???

unpublish the plugin if not..
