I sell services like technical assistance and VM works perfectly, but my business is not so elaborate like yours.
However, a good use of custom fields should work for your needs.
Three steps... The most time consuming operations are the ones related to registration and choice payment method (and shipment method as well). These can't be overridden, IMHO.
Once the user is registered, each next purchase is quick and simple.
To add to this.. just install somewhere and give it a go... you will soon see what the problems may be in your case

Current Problem, is that VM 3.0 have no real configurable pack. Because some plugin permit to add multiple products, but not to reedit it and prevent removing options.
So this depend how you need to get the information, but i think you need to develop your own plugin for your case.
Perhaps someone have see a plugin for your need, but not me.
