Title: Tax/Calculation Rule is being applied to every product

Hello,
We've tried creating a Tax/Calculation rule and applied it to a specific Manufacturer. For some reason it is being applied to every product when someone shops. Any ideas why this would happen?

Report this in Bug reports, if this is for VM 3.0.12 +

Yes, this is for 3.0.12. I just reported it.

This works fine for me in VM3.0.14   Check your settings

I updated to 3.0.14 and verified my settings. The rule still is getting applied to every item in the shop.
