When I create a product with 2 prices as I show in this image:

Virtuemart first calculates the tax price, it should calculate the tax on the final price.

It is right. How can I do it?

What changes should I do?

I am using Joomla 3.4.4 and 3.0.9 Virtuemat

The price Anular (Over ride) is as Max describes elsewhere here almost a legacy price method.. or dirty over ride... as the name implies it over rides everything..
So it is better to use the "Taxes & Calculations" rules to provide accurate discounts and tax calc etc

If I understand your issue correctly, you need to check "Sobrescribit precio al que cargar impuesto" instead of "Sobrescribir final".
