Global configuration server debug system is off, as well as Error Reporting is set to none.
Virtuemart configuration debug features is set to no debug

yet I still get the notice and message boxes displayed on the front end.

I have virtuemart 3 and joomla 3.5.8

pleas help.

So maybe your server ignores these and you must turn off notices etc by editing or overriding the server php.ini

Or maybe you have a test/dev version of VM3? You do not give the exact version! And Joomla 3.5.8 does not yet exist.

Which PHP version?
