I've looked and found no answer.

How is the weight padding measured? Ounces, pounds? Should I enter .25 for 4 ounces or 4? Is one pound 16 or 1?

all USPS plugins are 3rd party commercial offerings.. direct your questions to the developers

but I would have thought if u switch debug on and give it a go it should be obvious....
