I use VM in Thailand for my store and had to Manually translate all the existing Thai States into English Language, and now use both.
I'm happy to send this to you guys for adding if you like, and was told by Jenkinhill to send you a link to the file... But I don't really understand that bit! Which file is the address?

where or how did u translate them?

I went into VM Backend, Config, Countries, Thailand, States, and then entered in the English translations of the states.
Can you export the database table xxxxx_virtuemart_states including the ids? I'm not sure yet which type of import the VM developer(s) would use, so perhaps do a CSV export file and an SQL export file, then zip it and post it here for download.
I just had a look at the Thai language files. The countries are actually still in English. If you have a Thai translation of the world countries, I could add those into the file th-TH.com_virtuemart_countries.ini

He has translated the states, not the countries. For example if you look in the original file you find only thai letters.

If You check his translation you find both English spelling and thai spelling

The states will be sorted according the English Spelling. I can not decide if this is useful for a Thai site, but It would useful on an English site.

I'm not sure which 'original file' you mean. The states are installed into the database upon installation of VM.
