May I know what VM shipping plug-in allowed to create a rules per products or group of products?
For example, a product is free shipping to domestic but paid for international, however for those products range from 0.1kg to 0.2kg is free to all countries even they bought 2 to 3 in this items.
Into my shipping methods-- It is working for every products range 0.1kg to 0.2kg is free shipping, my problem is, if buyers bought 2 products with the same item, the weight change so result of no shipping on the check outs.

If you have simple rules you can use the free core plugin shipping by weight country.
Simply change the settings for each possible solution.
For eg.
add a shiping with rules country using only one country and set price to 0.
add a shiiping with rules max weight 0.2kg
...
You can set 20 rules if you need, the plugin only show if rules match!
