Hi, I have problem with discount price in order

I have order - img : (http://s7.postimg.org/5s0rddfaf/vm_discount.jpg) (http://postimg.org/image/5s0rddfaf/)

Problem is that the discount is calculated from the amount of the entire order with tax.
But left to me to be computed from the price without taxes.

I have set discount how : modifier prices without taxes for entire order - img : (http://s29.postimg.org/93twg3w6b/vm_discount_setting.jpg) (http://postimg.org/image/93twg3w6b/)

Where is problem ? thanks
