We have a Virtuemart Install that is on VM 3 + Joomla 3.4

Our client needs to charge tax in 2 states, which works great for the product price itself, but the also need to apply that tax to shipping costs.

I have Enable Shipping Tax set to Yes and Tax rule set to "Apply default rules". The tax in these 2 states is set to apply to everything if someone is from that state, however it does seem to apply to the shipping cost.

What is the correct configuration to allow Shipping to be taxed with specific rules based on the State that someone is in?

what sort of tax? Tax per bill, vat etc? have you tried the various options?

It is currently setup to use tax per bill. I tried Tax per product, but that didn't seem to work.

Yes - tax per bill is correct.. latest VM3.0.9.4?
