In the shipping methods you can set the shipping Cost and you can set the Minimum amount for free Shipment. Lets say that i have set 250 euro for free shipment and 10 euro for the shipping cost.
Is it possible to calculate the free shipment amount based on the product price excluding TAX? Now he calculates the free shipment amount based on the product price including tax.
Example.
I have 4 products of 60 euro excluding TAX that should be 240 euro (ex. tax) in my site he does not add the shipping cost because when i add the tax over the 240 euro the amount is 290 euro and from 250 it was free shipping.
What i want is that the price is 240 euro (ex. tax) so the shipping cost is 9 euro.
I am using Virtuemart 3.0.6.2 and Joomla 3.4 with php 5.3

Also with no reply, is the free shipment always based on the final sale price with tax?
Hope that someone can explain me how this rule works.
