Strange: since 3.0.4 (and with 3.0.6) only superadmin-rights gives the possibility to administrate VM. Even Admins have any rights??

Joomla's ACL is implemented in full now, and all or selected rights can be asigned to admins, managers etc. Check your ACL settings.
