My site's default language is Traditional Chinese,
and VM3 is running on Joomla2.5.28.
I have created and configured the paypal payment method (all other payment methods are disabled), but still get the following error in the checkout page:

make sure you have no countries, shopper groups etc configured in the Paypal method.
clear cache and cookies between changing settings and testing
