When I create a "Tax per product" rule and apply it for Country "United States" and leave States "Available for all" the tax rule works fine, however, if I add any state to the States list, the rule does not calculate. Since upgrading to VM 2.9.9 to 2.9.9a I also now get this error when I go to cart page:

vmError: Unrecognised mathop in calculation rule found, seems you created this rule with plugin not longer accesible (deactivated, uninstalled?)

I disabled all vm plugins one by one and the error went away after disabling the VM Payment- Paypal plugin. Might have something to do with error, however is still doesnt fix the tax calculation error.

I unpublished and republished all rules and this error is now gone; however, the state specific rules still do not calculate. Further the state does not even display in the "Taxes and Rules Calculation" tables page nor does the Manufacturer if you decide to create a rule by Manufacturer.

I have the same set up and the tax does not appear .
In Tax & Calculation Rule Details I made the rule and when I went to apply it to a state the drop down for state only offer "please select" or "select all" there is no list of states.
I can see the states listed in countries in configuration countries.
This is pretty vital piece cant use virtuemart like this
