Title: AvaTax plugin - does it handle VAT?

Does the AvaTax plugin for VirtueMart handle all global transactions, including VAT? I assume it does, but the VM documentation seemed to only reference USA taxes.

Would have thought unlikely - it is an online tax solution for the US States

Actually, Avalara does support VAT, with an option they call "Global Calculation" - http://www.avalara.com/avalara-avatax-with-global-calculation/

So VAT calculation is supported IF the VM integration is set up to handle the extra fields required. So curious if this is the case for the VM plugin or not.

and what does it achieve?   (assume your talking about European VAT? )
Does it do your tax reconciliation etc ?

Vm takes the data from avatax and merge it into the cart. So if avalara supports it, I would say, yes.
