Is this possible. To set a percentage discount that applies to all products in the shop for a particular shopper group?

Set a Tax & Calculation Rule for the discount and apply it just to the Shopper Group you want. Then it will be applied by default to just the one shopper group. That's how some people provide discount for wholesalers.
