There are lots of threads out there on this, but none of them seem to shed any light on my particular situation. I had this working before, but something must have changed. The only major changes that might have affected this is adding a SSL certificate to the site and turning on SSL in the global configuration, and installing JoomSEF. I tried turning JoomSEF off, to no effect.
Here is the problem: There are no errors. Everything seems to work, and I can make a payment from a sandbox account. It goes back to my site and says thank you for payment, but no notifications are sent out and the order status remains as "pending."
The IPN log in Paypal shows the status as 200 and sent. The log/paypal.log file shows only this:

message: plgVmConfirmedOrder order number: 2ddd08
and nothing more. I can navigate to the notification page (https://www.mywebsite.com/index.php?option=com_virtuemart&task=pluginnotification&tmpl=component&view=pluginresponse) with no error. It's just a blank page except for the "JoomSEF URLs by Artio" message.
By all measures I can find, the paypal plugin is receiving the notification, so why would it not be changing the status?
Any ideas?
Edit: I should mention that I've tried logging in to Paypal and resending the IPN. That doesn't do it either (but no error).
So, I "fixed" the problem by using the Paypal Express Checkout plugin, instead. Works beautifully. (http://plugins.online-store.co.uk/paypal_express_checkout.html)

The all site is with SSL FE, and BE?
I tried myself on my test website to turn on the all website in SL , and i do receive the notification.
Can you contact me via PM, and i check why the notification does not work.
